Can I move folders into and out of the Keep Zone at any time?

No. Folders are moved into the Keep Zone during the installation. There is an exception here. If a new user is created, after first log on with the new user account, there will be a new Keep Zone button In Smart Shield Home configuration window that will permit us to add the new user profile folder to the Keep Zone.
